Land title certificate (land certificate)

Last checked 13 October 2026 · Checked by the Property Centre content team

A land title certificate is the certificate the Lands Commission issues after a parcel is title-registered in a registration district. It is state-backed evidence of who holds which interest in the land and is very hard to defeat except for fraud. Outside registration districts no certificate is issued; a registered deed is used instead.

How a land title certificate is obtained

Ghana runs two land registration systems:

Title registration is only available in declared registration districts. Elsewhere, which is most of the country, deeds registration applies.

Getting a certificate. Inside a registration district, the buyer's stamped indenture and a cadastral plan go to the Lands Commission's Land Registration Division. The application is published so that anyone with a competing claim can object within a set window, and then the certificate is issued.

Transfers. When registered land is sold, the transfer is recorded on the register and a new certificate or entry follows.

People often call any land document a "title deed", but in Ghana the land title certificate is specifically the title-registration document. An indenture, even a registered one, is not a land title certificate.

How long registration takes is disputed: the Commission's official target and practitioners' experience differ widely; see Sources differ.

Objections. During the publication window, anyone with a competing claim can object. Objections are investigated before the certificate is issued, and in registration districts disputes go to alternative dispute resolution before court.

Replacement. If a certificate is lost or damaged, the Commission can issue a replacement after the proper application.

Differences by region

Sources differ on exactly where title registration applies. All agree it covers Greater Accra and parts of Kumasi, with some including Tema, Winneba or Kasoa. The rest of Ghana uses deeds registration only; see the figures and Sources differ.

What to check

  • Whether the land is in a title registration district.
  • A search at the Lands Commission on the certificate.
  • That the name and parcel on the certificate match the seller and the land on the ground.
  • Any registered charges, such as a mortgage.

Red flags

  • A "title deed" that turns out to be an unregistered indenture.
  • A certificate whose parcel number or plan does not match the plot.
  • Pressure to buy before you can run a search on the certificate.

Questions

What is a land title certificate in Ghana?

It is the Lands Commission's certificate of a registered title, issued after title registration in a registration district.

How long does land title registration take in Ghana?

Sources differ widely between the official target and what happens in practice; see the Sources differ box.

Which areas have land title registration in Ghana?

Greater Accra and parts of Kumasi for certain; sources differ on other areas. See Sources differ.

Land title vs indenture: which is stronger?

A land title certificate is stronger, because the State stands behind the register. A registered indenture gives notice and priority but does not guarantee ownership.
